Referring to Sir William Gascoigne's
Despatch No. 171 of the 29th. of April, 1902, I have the
honour to transmit for your information copies of the Reports
by the Medical Officer of Health, the Sanitary Surveyor and
the Colonial Veterinary Surgeon for the year 1902.

With regard to Dr. Clark's observations
as to the necessity for more latrines, urinals and bath-houses,
I may observe that the Goverment is providing further accomo-
modation as fast as is possible having regard to numerous
other important works of an urgent nature. As you are aware
the acute surface crowding is also being dealt with, but can
only be remedied gradually and it will take years to relieve
the existing state of things.

It is interesting to note that for the
decade ended 1902 the average death rate was below that of the
previous ten years notwithstanding the prevalence of Bubonic
Plague since 1894.

I have already addressed you on the matter
of the house collapses in 1902 and the recent Public Health
and Buildings Ordinance will, I trust, largely prevent such
unfortunate occurrences in future.
